I’m considering adding to or reworking some of the Talent and Skill charts. I’m also thinking about how to handle switching weapons during combat. I’m leaning towards a sacrifice of initiative to switch weapons, rather than the loss of the whole action round, but this might also include a -2 penalty during that same round for OV and potentionally DV as well.

Do you do 'fastest people decide what they are doing last and get to roll first' at the beginning of the combat round? If so, those with the best initiative sacrificing their initiative after hearing everyone else's declarations would be interesting. You could even make it a skill or ability, rather than the default for every player - or maybe grant it only to Berserkers or something.
I think it would largely depend on context and the weapon you wanted to draw.
For instance, let's imagine a Player Character is an underground tunnel. He turns the corner, and is immediately confronted with a Manteratos (for example). He's armed with a long-spear and shield, and knows he can't the shield effectively in such a fight. He has a short sword sheathed on his left hip, and a short-seax on his right hip. Potentially he could drop the shield and draw one of his spare weapons; but what advantages / disadvantages would you give to either?
