I’m considering adding to or reworking some of the Talent and Skill charts. I’m also thinking about how to handle switching weapons during combat. I’m leaning towards a sacrifice of initiative to switch weapons, rather than the loss of the whole action round, but this might also include a -2 penalty during that same round for OV and potentionally DV as well.

I agree with sacrificing initiative for a single round with an OV penalty but I think you should be able to defend just fine unless you're using a small shield/no shield.

I think it would largely depend on context and the weapon you wanted to draw.
For instance, let's imagine a Player Character is an underground tunnel. He turns the corner, and is immediately confronted with a Manteratos (for example). He's armed with a long-spear and shield, and knows he can't the shield effectively in such a fight. He has a short sword sheathed on his left hip, and a short-seax on his right hip. Potentially he could drop the shield and draw one of his spare weapons; but what advantages / disadvantages would you give to either?
